1. Professional Services Schedule (PSS)
GSAs Professional Services Schedule (PSS) is an indefinite delivery, indefinite quantity (IDIQ) multiple award schedule, providing federal customers a more streamlined approach to procuring complex professional services requirements while offering shorter lead times, lower administrative costs, more flexibility, and the ability to retain control of their own procurement. As a Professional Services Schedule Contract holder, NetImpact can offer business management and consulting services that can improve a federal agency's performance and help customers meet their mission goals. Integrated Consulting Services provided under SIN 874-1
Contractors shall provide expert advice and assistance in support of an agency's mission-oriented business functions. Services covered by this SIN include:

2. Program Support Center (PSC) Indefinite Delivery Indefinite Quantity (IDIQ)
NetImpact Strategies, Inc. (NetImpact) was awarded a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract by the Program Support Center (PSC) at the U.S. Department of Health and Human Services. NetImpact’s core capabilities in Strategy, Business Management, and Business Transformation are well aligned to support the Policy Analysis, Program Assessments, Data Analyses, and Evaluation Study scope of this IDIQ. This IDIQ is an additional vehicle for NetImpact’s federal customers to access our services.

4. SBA 8(a) – (Case #304700)
NetImpact is a SBA certified 8(a), Woman Owned Small business. This enables Government Agencies to contract with NetImpact directly using sole-source acquisition.

The 8(a) program is intended to benefit both the client as well as the contractor through mechanisms that ensure quality performance. Sole source contracts are usually approved in a matter of days. Since the 8(a) program is a federal mandate, Federal Agencies get credit for the amount of work they issue to an 8(a), Disadvantaged Small Business.

The steps typically followed when a Federal Agency chooses to directly award a professional service contract to NetImpact are as follows:
 arrow The Government program manager develops a statement of work, prepares a government estimate, and obtains the necessary funding.
 arrow The Government program manager chooses NetImpact to perform the work and submits a procurement request to the agency contracting officer.
 arrow The agency contracting officer prepares and submits an “Offer Letter” to dcofferletters@sba.gov

2. Include a Statement of Work (SOW).

 arrow The SBA processes the Offer Letter and returns it to the agency contracting officer, usually within 5 business days, who submits the Statement of Work and Request for Proposal or Quotation to NetImpact.
 arrow NetImpact submits the proposal response, which is evaluated and negotiated (if necessary) by the Agency.
 arrow The contract is awarded to NetImpact.

Federal Agencies have the option of awarding a sole source IDIQ (Indefinite Delivery/Indefinite Quantity) contract to NetImpact as part of the 8(a) program. This type of contract vehicle would allow the agency more flexibility to issue individual task orders under the scope of the IDIQ to meet evolving agency/program requirements.

A BOA (Basic Order Agreement) can also be awarded on a sole-source basis under the 8(a) program. A BOA is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains the following items:

 arrow Terms and clauses applying to future contracts (orders) between the parties during its term.
 arrow A description, as specific as practicable, of supplies or services to be provided.
 arrow Methods for pricing, issuing, and delivering future orders under the Basis Ordering Agreement.

5. EDWOSB

NetImpact is a certified Economically Disadvantaged Woman-Owned Small Business (EDWOSB).

The Women-Owned Small Business Federal Contract Program provides equal access to federal contracting opportunities for women-owned small businesses (WOSBs) and economically disadvantaged women-owned small businesses (EDWOSBs). Contracting officers may set aside solicitations to allow only EDWOSBs or WOSBs to compete for a contract.

The NIH Information Technology Acquisition and Assessment Center (NITAAC) CIO-SP3 (Chief Information Officers – Solutions and Partners 3) is a 10 year multiple award indefinite-delivery, indefinite-quantity (IDIQ) government-wide acquisition contract (GWAC), open to all Federal, Civilian and DoD agencies who require information technology (IT) services and solutions, providing them with a mechanism to quickly and efficiently satisfy new and emerging IT requirements.
